Six ministries and commissions of China (China Meteorological Administration, Ministry of Science and Technology, Ministry of Education, Commission of Science Technology and Industry for National Defense, Chinese Academy of Sciences and National Natural Science Foundation of China) jointly issued "Suggestions on the Development of National Meteorological Science and Technology Innovation System" (hereinafter referred to as "Suggestions").

The purpose of national meteorological science and technology innovation system includes two parts: meteorological science and technology research-and-development and achievements popularization and support for meteorological science and technology innovation.  With the aims to lessen China's excessive reliance on foreign meteorological technology, accomplish original innovation, integrated innovation and innovation based on understanding purchased technology, build research base, technology R & D base and innovation commercialization base, the parties responsible for meteorological science and technology research-and-development and achievements popularization will pursue practical findings with the support from basic research, apply for IPRs and commercialize them.
