The Planning and Development Department under the State-owned Assets Supervision and Administration Commission issued the Circular on Application for Enterprise Innovation Award 2008 to companies under its supervision, making it clear companies applying for awards must own self-generated IPRs.
All the recommended projects shall be highly innovative and created under a sound innovation system (indexes includes talent training, R&D facility, innovation asset and collaboration with research institutes and universities) and effective investment. Companies shall own core technology and self-generated IPRs while leading the industry in general-purpose technology, essential technology and technology surrounding them. The recommended technology shall be competitive on international market and technically state-of-art.
Another two important conditions shall be qualified too, notable economic or social benefits and great impact on industry progress.
