The General Office of the State Council issued its Implementation Opinions on Several Measures on Accelerating the Development of Service Industry.  The Opinions requires local governments to formulate and revise service industry' development plan, upgrade the level of opening up in service sector, optimize policy environment of service industry's development, increase preferential pilots of IP service tax, guide and encourage social capital to invest in IP trading, and promote the formation of leading enterprises with self-generated IPRs and famous brands in service sector.

Technical innovation in service industry should be boosted.  Exploring IPR pledging, drawing investment to IPR transactions and giving preferential support to those qualifying companies are encouraged.  Local governments and ministries should facilitate formation of leading enterprises with self-generated IPRs and famous brands in service sector by encouraging them to be big, networklized and brand-conscious.
