Wu Boming Urges to Cultivate the Public Creative Spirit to Implement the National Intellectual Property Strategy
 

"The formulation and implement of China National IP Strategy aim to play an important role in building China's IPR protection system so as to promote the country's socioeconomic development. It would be very helpful to achieve the change of economic growth pattern with through the building of the IPR protection system. The key of this process lies in the core technology renovation," said Hu Boming, member of the CPPCC national conference and former commissioner of SIPO, in an interview with the reporter from the China Intellectual Property News. "Without IP creation, no the IPR utilization and protection, just like a soccer, the performance is determined by the players, but not the referees." 

 

According to Mr. Wu, China made great efforts in formulating the National Intellectual Property Strategy, but there is still a long way to go to really carry out the demands of each subject listed in the strategy, so to foster public spirit in innovation and innovative capacity, in a long run, China has to pay more attention to the baby generation, and by reforming existed education system, provide a favorable environment so as to cultivate innovation consciousness and ability of children even in their childhood. "At present, however, China needs to deal with the problem how to protect the interests of on-duty inventor in the enterprises, and need to make a regulation to ensure the interests. Japan and US have successfully solved the problem, and thus a lot of fruitful innovation achievements have come out, " Wu added.

 

Wu Boming also noted that the annual patent application has dramatically increased in recent years, and in 2006, for example, patent applications had exceeded 500,000, while 300,000 out design and practical model patent. The later applications don't need the substantive examination, and a good way to let the public realize that they could acquire their own patent rights through the invention, thus publicize the intellectual property consciousness, but, what is more important, China should pass this period as soon as possible and pay more attention to upgrade the quality of patent application instead, so as to realize the sound and fast IP development.
