At the government work report delivered at the 5th Session of the 10th NPC on March 5, Premier Wen Jiabao said, we should speed up the upgrading of industrial structure and independent innovation.
Wen Jiabao said, we should persistently adhere to the new-type industrialization with great effort to optimize the industrial structure. Priority should be given to the development of service industry, the upgrading of industrial level and the national economy, and the development of information-based society. We should encourage and support the development of service industry through structural reform, more input and policy improvement, especially the development of modern services such as logistics, banking, information, consultancy, tourism and community service. Hi-tech industries should be developed faster, and equipment manufacturing be rejuvenated. We shall actively expand renewable resources, orderly develop substitute resources, and upgrade traditional industries by broad application of advanced technology. It is imperative to accelerate the readjustment of sectors with surplus capacity. In the course of optimizing the industrial structure, we shall make more efforts on industrial planning and policy guidance by economic and legal means.
Wen Jiabao pointed out that with the aim of building an innovative country we shall earnestly accomplish the targets and tasks set forth by the state medium and long-term plan for the development of science and technology. We shall implement the state major scientific and technological projects, master core and key technologies that have bearing on the national economy and the people's livelihood as well as the country's security, and promote innovative construction of major equipment relying on key projects in order to make breakthroughs in key and advantageous areas.
