On March 5, the 5th session of the 10th NPC opened in Beijing. On behalf of the State Council, Premier Wen Jiabao delivered government work report to the representatives, while the self-innovation is throughout this 35-page report.
China made significant achievements in economic and social development in 2006, and technological innovations were also greatly upgraded. The mid-long term plan of national scientific and technological development, taking China 2 years to make it, was formally implemented in 2006, so did the relevant supporting policies and measures. The 16 key projects listed in the plan, such as exploitation of large-scale oil & gas field and coal bed, new generation of broadband mobile communications network as well as designing and manufacturing the large airplane, manned space flight and lunar exploration mission, were initiated in succession, breakthroughs in some important areas like high super computer, super crossbreed rice, 3G mobile communications and digital TV had been made, and thus China's self-innovation capability was greatly improved.
Meanwhile, Premier Wen also pointed out that China still faced numerous contradictions and problems during the progress, such as contradiction within economic structure, the economic growth costing more energy and bringing environment pollution, etc.
The 2nd Keyword :the Outlook of Scientific Development
Mr. Wen pointed out in his report that China should put more emphasis on economic structure adjustment and change of growth pattern in 2007, focus on the saving natural resource and enforcing environmental protection and insisting on the opening up and self-innovation.
China plans to achieve an 8-percent GDP (gross domestic product) growth rate this year, according to Premier Wen, and he noted this figure was a result after a comprehensive study of many factors and possibilities, and especially a result of the outlook of scientific development. "China will pay more attention to optimizing economic structure, raising the production efficiency, saving energy and protecting environment, so as to enable its economy to develop in a good and rapid way," Wen added.
Premier Wen also stressed that China will enforce energy saving and environment protection as well as self-innovation basing on the Macroeconomic regulation in 2007, actively lead more investment to agriculture, countryside, social welfare, self-innovation, energy saving, environment protection and mid-west region.
The 3rd Keyword: the Agricultural Innovation
The issues concerning agriculture, rural areas and farmers are quite crucial to the whole programs of well-off society and overall modernization. Premier Wen pointed out that the central government should place the emphasis this year on developing the modern agriculture and firmly pushing the building of new socialist countryside, especially on upgrading the agricultural comprehensive production capacity, speeding up the construction of agricultural facilities, improving the agricultural technical equipment and enhancing the research and popularization of agricultural science and technology.
China must strengthen government policy, funding, application of science and technology, and reform to develop modern agriculture and promote the building of a new countryside, the premier said. The government will increase the input to agriculture and countryside this year, and effectively shift the focus of state infrastructure development and development of social programs to the countryside by speeding up the agricultural science and technology advancement, enhancing the innovation capacity, trying the best to transform science and technology achievements to productivity, consummating the agricultural technical promotion and service system and encouraging scientists to serve directly to farmers.
The 4th Keyword: the Upgrade of Industrial Structure
"Adhere to the path of new type industrialization, place emphasis on optimizing the industrial structure", Premier Wen said, and "the government will stress on developing the service industry, upgrading the industrial production, pushing up the application of information technology in economy and social activities. China has a large industrial scale, but however the industrial and technical level is still low, to make the industry stronger, thus, is a crucial task for China. "We should speed up the development of high and new technology industries, revive equipment manufacturing industry, actively develop the renewable energy and alternative energy and extensively apply the advanced technology to upgrade the traditional industry," said the report.
China will regard the energy saving, environment protection and intensive land use as the breaking points and main ways to change the pattern of economic growth this year by focusing on the key industries and enterprises in the technical advancement in saving energy and protecting environment, by introducing new equipment and upgrading existed ones so as to consume less energy and reduce discharge, by encouraging enterprises to adopt the new equipment and new technique.
The 5th Keyword: the Self-innovation and the coordination of regional development
"Stick to overall consideration, reasonable plan, full play of advantages, the policy so as to promote the coordination of regional development," Wen stressed in the report, and "the government will continue to push the development in the west of China with the focus on strengthening the construction of infrastructure and ecological environment as well as science, education and industries with local advantages." Meanwhile, according to the report, China will actively drive to revitalize the industries in Northeast China with the emphasis on the readjusting of industrial structure, restructuring and transforming the key industries and enterprises, promoting the development of equipment manufacturing, raw material processing, high-tech and farm product processing industries, and enhancing the construction of grain bases. As for the central areas of China, Chinese government plans to further enhance the grain productivity in key areas as well as the processing and capacity, the construction of energy and raw material bases and comprehensive traffic transportation system, and to give superior support the development of advanced manufacturing and high-tech industries. In the east areas, China will focus on optimizing and upgrading of industrial structure, strengthening the self-innovation capacity and international competitiveness so as to take the lead in reform and opening up as well as in scientific development. The central government will continue to give full play to the role of SEZs, like Shanghai's Pudong and the Tianjin's Binhai new area.
The 6th keyword: the National Intellectual Property strategy
"To formulate and implement the national IP strategy and to conscientiously strengthen the IPR protection," The Premier Wen urged in his report, and "the government will seriously carry out the tasks and targets by the National Mid-long-term Science and Technology Development Plan with a focus on building China to be a innovative country." China will implement special major national science and technology projects, obtain a batch of key technologies concerning the people's livelihood and the national economy and security, strive to make breakthroughs in the key fields with the help of new progress of technologies in large equipment. Meanwhile, Wen said that China will enhance research in science, new technology and social commonweal, and try to establish the technical innovation system with the enterprise as the main body, market as orientation and research and production within one system. China will set up a complete incentive system for encouraging independent innovation; implement the supporting policies in tax, finance and government purchase system. "Risk investment mechanism will be set up and we will continue to publicize science and technology in the whole society, " Wen said.
The 7th Keyword: the strategy of building China to be strong country in intellectual power
It is common desire of Chinese people and also an important task for government to ensure social stability, harmony, prosperous economy and a peaceful life. "The government will continue to carry out the strategy of building a strong country in intellectual power this year for promoting building a harmonious society", Wen said. To speed up the training of high-level professionals will be the focus, and China will need a amount of leading experts and young or mid-aged senior experts in its innovation movement, therefore the government will expedite the reform of personnel system to promote the personnel flow, encourage the students abroad to return China and improve the work introducing foreign expertise. China will create a favorable environment in the entire society to respect working, knowledge, talents and creation.
The 8th Keyword: the Independent Brand
"China will firmly push the reform and opening up forward", said Wen, "and will to make new breakthroughs in key fields and links, such as expanding foreign trade creating more jobs, optimizing the import & export structure and thus changing growth pattern, making new efforts to relieve the contradiction of the excessive foreign trade surplus, supporting the export of products of independent brand and high value, expanding the export of service and agriculture products, reining in the product export of high energy consumption and heavy pollution as well as accelerating the transformation and upgrading of processing trade. We will increase the import of energy, raw materials, advanced technical equipment and key components.
"China will try to improve the quality and structure of foreign investment, introducing more advanced technology, management experiences and high quality talents," the premier pointed out that China will attract the big international companies to transfer more high-level production lines and R&D to China, attract the foreign investment to central and western parts of China, old industrial bases in the Northeast region or the areas in accordance with the industrial policy. Chinese companies should be active in international outsourcing service, and China will speed up the development of service industry either. The government will reinforce the guide and standardization of foreign capital M&A, will further improve the investment environment and standardize introduction of foreign investment, and seriously correct some illegal activities in some areas giving too preferential policies in disguised form or giving decomposition quota.
