On March 12, the 2nd Session of Presidium of the 5th session of 10th National People's Congress (NPC) passed the examination report submitted by the Financial and Economic Affairs Committee of the 10th NPC on the implementation of the 2006 National Economic and Social Development Plan and the draft plan for 2007 National Economic and Social Development. The report indicates that China should attach more importance to IPR protection to speed up the construction of an innovative country.
The Financial and Economic Affairs Committee believed in the report that in order to accomplish tasks in the 2007 listed in the draft plan for national economic and social development, we should emphasize on following aspects to meet the demands of the scientific outlook of development and building harmonious society:
1. to enforce and improve economic macro-control and to promote Chinese economy to develop in a healthy and speed way;
2. to consolidate fundamental status of agriculture and to steadily push the construction of socialist new countryside forward;
3. to make great effort in saving energy and reducing discharge, and to try the best to turn the deteriorative trend of environment quality;
4. to work hard with readjusting economic structure and to conscientiously improve the self-innovation ability;
5. to pay more attention to the issues concerning people's livelihood and to speed up the construction of harmonious society;
6. to further reform and the opening up.
The report notes that China should actively develop the hi-tech industries, revitalize the equipment manufacturing industries, and definitely rule out the enterprises with lower production ability so as to increase the China's overall industrial level. Policies and measures as well as the general stratagem should be implemented in the regional development to help different areas to fully show up their advantages for the purpose of facilitating healthy and coordinated development of regional economy. Construction of comprehensive traffic and transportation system should be strengthened and the structure traffic and transportation ought to be optimized. The report also asks to encourage self-innovation ability and enterprises should play a leading role in technical innovation. China will strengthen its support to self-innovation by reforming systems of finance and tax, issuing favorable financial policies and government purchase policies, setting up risk investment system and enforcing IPR protection.
