"To build a self-innovation-oriented country, it is required to lead social economic development exclusively with the scientific concept of development and to take it as a strategic supporting point to enhance innovative capacity. Realizing self-innovation in system, development model, mainstream culture, science and technology is closely linked to the construction of IP system and capacity. Construction of self-innovation capacity is mainly indicated in the creation and utilization of independent IP." It was so expressed at a group discussion on March 6 by Wang Jingchuan, member of the CPPCC, advisor to the SIPO in IP strategy formulation and former director of the SIPO. ¡¡

Wang Jingchuan pointed out, overall upgrading of China's capacity of self-innovation, IP creation, management, use and protection requires a development process through meticulous cultivation and with support, an environment of public opinion and cultural atmosphere that conduce to independent self-innovation and ownership of renovated IP, a self-innovation friendly situation in law, policy and market as well as powerful guidance and effective service from the government.  

In order to cultivate and develop China's IP capacity, Wang Jingchuan suggested, the correct guiding function of public opinion should be really brought into play so as to create a prevailing habit that the whole society respects, supports and protects independent self-innovation; construction of a general social economic evaluation system in compliance with the scientific view of development should be accelerated so as to foster a self-innovation culture helpful to the advancement of self-innovation and ownership of IP rights. In the meantime, what should be speeded up is enhancement of self-innovation capacity and improvement of the system of law and regulation regarding creation, management, use and protection of IP rights, and also increase of fiscal input and construction of a public platform with basic facilities for scientific and technological development, and a service platform for inquiry and retrieval of information about science and technology and IP rights in order that Chinese enterprises, scientific research institutes and schools of higher learning are able to share advanced equipment for R&D, experiment and test and to retrieve such information quickly and conveniently, which will in turn lower their cost on R&D and shorten the cycle of development and marketing of new products. It is required, meanwhile, that the government's capacity of social administration and public service should be increased still faster.
